What happened when Tustin Field II had a PARKING SECURITY out in the front. Who sponsored that service and why is it no longer in effect?

It was a surprise when all of a sudden, when entering the beautiful Tustin Field II, residents noticed a Security Person with a Clipboard, verifying that all drivers entering the premises were in fact residents of that specific community of the Tustin Field II, but if anyone was from outside that community, they were unable to park their vehicle.
